LIFE is Life – European Commission Confesses Misused Funds

The European Commission has formally acknowledged that some NGOs have misused LIFE funds for activities beyond the programme’s intended purpose. Specifically, funds were used for targeted advocacy actions and undue lobbying activities aimed at influencing policies or Members of the European Parliament (MEPs).

This is the first time the Commission has publicly recognized such misuse.

The European People’s Party (EPP) Group, which had previously raised concerns about the misuse of funds, welcomed the Commission’s admission. MEP Sander Smit commented, “This validates our concerns and ensures integrity in EU funding.” In response to these concerns, the Commission has introduced updated rules and safeguards. These revised guidelines clarify that LIFE grants must be used strictly in line with the programme’s objectives. The new rules explicitly prohibit funding for lobbying activities that target specific EU policies or officials.

Despite the Commission’s acknowledgment of misuse, several critical details remain unclear.
The Commission has not disclosed which NGOs were involved or the extent to which the misuse occurred. Additionally, no external review has been published, and disciplinary measures for the organizations involved have not been clarified.
What is LIFE?

The LIFE Programme is the European Union’s flagship funding instrument designed to support environmental, climate, and energy policies. Launched in 2021, it provides financial backing to a diverse range of stakeholders. Including non-governmental organizations (NGOs), private companies, local authorities, research foundations, and more. Through this programme, the EU aims to advance its environmental goals and accelerate the transition towards a more sustainable, climate-friendly future. The LIFE 2025-2027 Work Programme has been finalized, following input from representatives of EU Member States. This multiannual framework ensures that the programme aligns with key EU objectives, including enhanced environmental governance, tackling climate change, and fostering the energy transition.
